Certification Examinations for Oklahoma Educators (CEOE)
The Certification Examinations for Oklahoma Educators (CEOE) originated with a bill passed in the Oklahoma Legislature in 1995 which mandated that the Oklahoma Commission for Teacher Preparation (OCTP) develop a competency-based teacher assessment system which assessed candidates' general education, subject-matter knowledge, and knowledge of basic professional education. The Evaluation Systems division of Pearson was contracted to develop and administer the exams. The first CEOE exams were administered in 1999, and CEOE exams have continued to be revised and administered to the present day.
Function of the Test
The CEOE examinations are used by the State of Oklahoma in its teacher licensure program. There are three distinct category of CEOE examinations: the Oklahoma General Education Test (OGET); the Oklahoma Professional Teaching Examination (OPTE); and the Oklahoma Subject Area Tests (OSAT).
All educators must take the OGET exam. In addition, candidates for Early Childhood, Elementary/Middle Level, Secondary, PK-12 Art, Foreign Language, Music, Special Education, or Physical Education/Health/Safety must take the OPTE examination appropriate for their level of instruction: PK-8 or 6-12. Finally, there are 61 subject-specific certification areas, including those for academic subjects, administrative and support areas, vocational subjects, special education, and so on. Each of these certification areas requires that candidates pass one or more OSAT examinations.
In 2009-2010, 4,531 candidates took the OGET exam, of whom 86.2% passed. For the OPTE: PK-8 exam, 93.9% of the 1,596 candidates passed, while for the OPTE: 6-12 exam, 95.3% of the 1,200 candidates passed. Other popular examinations included Elementary Education Subtest 1 (1,678 candidates at an 83.7% pass rate), Elementary Education Subtest 2 (1,598 candidates at an 88.9% pass rate), Early Childhood Education (1,231 candidates at a 77.0% pass rate), Middle Level/Intermediate Math (636 candidates at a 57.5% pass rate), and Mild-Moderate Disabilities (588 candidates at an 80.3% pass rate).
Most computer-based CEOE exams are available year-round by appointment. Computer-based exams are administered at Pearson VUE testing sites. Paper-based exams are administered on five days per year. Paper-based tests are administered at only 9 sites across the state of Oklahoma, each of which is open for two to five of the annual test dates.
The OGET exam is a computer-based test. The fee is $110 plus an additional $40 registration processing fee which is paid once per program year. The OGET comprises 100 selected-response questions and one writing assignment, and the testing duration is four hours. The exam is scored on a scale from 100 to 300, and the passing score is 240.
The OPTE examinations (PK-8 and 6-12) are computer-based exams which cost $180 to take. Both exams comprise 75 selected-response questions and 3 written performance assignments, and both have time limits of 4 hours. The exams is scored on a scale from 100 to 300, and the passing score is 240.
OSAT examinations cost either $90 (paper-based) or $125 (computer-based). Paper-based examinations are only available on specific dates. Test length, content, and time limits can vary from subject to subject, but most examinations comprise 80 selected-response questions and 1 constructed-response assignment. Candidates are encouraged to review their intended examination(s)' content outline for specific details.
Even for computer-based exams, scores do not appear to be available immediately after the test. Rather, scores are released on specific dates, typically about a month after the testing date.
Unsuccessful candidates may retake CEOE exams an unlimited number of times, but must register again and submit new payment. Candidates must wait at least 60 days between attempts.
Candidates with disabilities who require special testing accommodations must complete an Alternative Testing Arrangements Request Form with supporting documentation and fax or mail these materials to the CEOE program. Candidates will be notified of decisions within about 1-3 weeks.
The Certification Examinations for Oklahoma Educators series holds tests that cover a wide range of topics that teachers need to know to both teach their class and control the class's environment. Most of the tests contain about 80 multiple choice questions, as well as a constructed response question. Tests in this series typically last around 4 hours.
The CEOE exams are administered at Pearson VUE testing centers. There, candidates are expected to arrive at least fifteen minutes early to be sure they have enough time to check in. For admission, each person must bring their admission ticket as well as a form of identification. The ID must be government issued, and contain a photo and signature. Personal items, such as bags, wallets, foods, drinks, phones, and study material are not allowed into the testing room. The testing center will provide a locker to store all personal items in for the duration of the exam.
